Popup Message to Subs Trying to Leave Portal Without Responding
In an effort to get subs to respond whether or not they are bidding, show a popup window asking them to respond before they leave the sub portal.

This has been added. When a subcontractor tries to Log Out, or if they try to go to Other Projects, there is a popup screen that asks them to Respond if they are bidding or not.

Change the overall response to "sent" or "rec", and along with yes or no, add a 'maybe" button so we know they have looked at it and are considering the project. Popup would be great to make them say yes, no or maybe. Right now we can't tell if they have even looked at the advertisement because they all say maybe.
