Can you create a different notice that you can send after the bids are due that would not have the Bid Due Date or have the Will you be Bidding button at the bottom.

Use the Notice Memo feature, and make sure to uncheck the box "Show Login info?". That will hide the "Will you be bidding? Yes No" buttons.
